First-year lease: max deposit = 2 months' rent. After 1 full year, landlord must reduce deposit to 1 month and refund excess.
After move-out inspection, landlord must return full deposit + itemized deduction list within 30 calendar days.
If landlord withholds deposit without valid receipts, tenants can sue to claim double the withheld amount plus attorney fees.
Buildings with 3+ units allow tenants to pay deposit in 3 monthly installments upon request.
Philadelphia local ordinance caps tenant application fees at $50 per applicant. Landlords cannot charge background screening fees higher than this limit, and any excessive screening charge clause in the lease is invalid.

Pennsylvania state law bans all local rent control ordinances, so Philadelphia has no rent cap. Landlords can increase rent by any amount, but must provide written notice: lease under 1 year — minimum 15 days notice; 12-month fixed lease — minimum 30 days notice before rent adjustment.
For critical issues (no heat, burst pipes, power outage, gas leaks), landlords must respond within 24 hours after tenant's written repair request. If landlord refuses to fix, tenants can pay repair fees themselves and deduct the cost from next month's rent with official receipts.

Master bedrooms with private bathrooms pay extra 15%–30%. All utilities, management fees, guarantor and application fees split equally without special written agreements. All cost split rules must be recorded in a signed internal roommate contract to avoid disputes.
